Chelsea snow rules you should know

Parking
The Director of Public Works declares snow emergencies. The city's winter parking page bans parking on both sides of listed emergency arteries (for example Broadway, Washington Ave, Fourth St, Eastern Ave) when 2 inches or more of snow or ice has built up or a snow emergency exists, until city crews clear the street to within 12 inches of the curb. Restrictions often stay on after the snow stops so plows can widen streets. A 2026 storm notice reported an alternate-side version of this rule, so check the city before each storm.
Sidewalks
Property owners and tenants must clear abutting sidewalks within 24 hours after the snow stops, to a width of at least 24 inches. The city snow page does not state a fine; check with the city for the penalty.
Alerts
When a snow emergency is declared, blue lights at key intersections flash, residents on the Resident Alert System get a recorded phone message, and the city posts on its website, social media and the city cable channel. Sign up or check.

Plowing a driveway in Chelsea

Chelsea is a small, packed city. Many homes are two- and three-story wood-frame houses close together, with short drives or shared side drives. In places like Mill Hill and Addison-Orange there is little room to put snow, so a drive that is not cleared fast gets boxed in by parked cars and plow banks.

The city plows curb to curb once about 3 inches has fallen, and the plow cannot lift its blade at a driveway. That leaves a heavy bank at the end of your drive, often more than once in a storm. The city says clearing the driveway opening is the owner's job and suggests clearing it again after plowing ends. Shoveling snow into the street is against city ordinance, so the bank has to go on your own property or be hauled off.

Parking rules matter here too. When a snow emergency is declared, parking is banned on the listed main streets, and the city says restrictions can stay on after the snow stops so plows can widen streets. Cars pushed to side streets can crowd the curb in front of drives. Hills such as Mill Hill and Powderhorn Hill also make steeper drives harder to clear by hand. Owners also have a sidewalk duty: the city says abutting sidewalks must be cleared within 24 hours after the snow ends, at least 24 inches wide. A season plowing plan that clears the drive and apron after each storm saves a lot of repeat shoveling in a city this tight.
