Winthrop snow rules you should know
- Parking
- The Public Works Director may declare a Snow Emergency Parking Ban before a plowable storm; cars must be off most streets by the stated time or can be ticketed and towed. A few listed streets have one side allowed until snow stops falling. When a ban is partly lifted, park within 12 inches of the curb and leave a 10-foot lane. Winthrop Shore Drive is a state road with its own schedule.
- Sidewalks
- The owner or tenant of property next to a sidewalk must remove snow and ice. The town ordinance PDF (as summarized) allows snow to stay no more than 6 hours between sunrise and sunset, with fines of $25, $50 and $100 for the first, second and third offense. Snow from a sidewalk or drive may not be put in the street.
- Alerts
- Blue lights at locations such as Magee's Corner and Delby's Corner show a ban is on. The town also posts on its website, social media and WCAT, and has a Sign-Up-for-Alerts page for snow emergency alerts. Sign up or check.

Plowing a driveway in Winthrop
Winthrop is a small town on a peninsula, with neighborhoods such as Point Shirley, Cottage Hill, Ocean Spray and Winthrop Highlands. Streets are close together and many homes sit near the curb, so snow has few places to go. A plow pass can leave a bank across a drive within minutes.
The town clears over 60 miles of road and 18 municipal lots per storm, starting with Main, Revere and Pleasant Streets so emergency vehicles can move. Side streets come later. Cars left on the street during a ban are ticketed and towed, so on many blocks the curb is empty and plow banks pile up at the drive. After a ban is partly lifted, drivers must park within 12 inches of the curb and leave a 10-foot lane, which keeps the street narrow while banks are still there.
The town says snow from private property may not be put on town roads or lots, and violators are fined. That means a plowed drive has to push snow to your own yard or be hauled off, not into the street. Sidewalk duty also falls on owners: the town ordinance says snow may stay no more than 6 hours between sunrise and sunset, with a $25 first fine. Because Winthrop Shore Drive is a state road with separate ban times, check which road you live on before a storm. A season pass that sends a plow after the town plow has passed is the simplest way to deal with that bank.
