Danvers and Middleton and Topsfield snow rules you should know

Danvers

Parking
When weather calls for it, Danvers can declare a full parking ban (day and night) or an overnight ban that applies only from 1 a.m. to 6 a.m. It can cover the whole town or one area. The fine is $25 and the car may be towed at the owner's expense. A ban stays in effect until the town lifts it. This is the town's 2024-2025 notice; check the page for the current season.
Sidewalks
Check with the town. We did not find a bylaw that makes homeowners shovel the sidewalk. The bylaws do bar putting snow and ice onto a street. The town DPW plows 38 miles of sidewalks.
Alerts
Danvers calls, emails or texts residents through its Blackboard Connect system, based on the choices you set under Notify Me on danversma.gov. For normal storms a town-wide call goes out the evening before at 7:00 p.m. For major storms the call goes out at least six hours ahead when possible. The DPW also posts on its Facebook page and Twitter account, and puts message boards on main roads. Sign up or check.

Middleton

Parking
An overnight parking ban on all Middleton streets runs from December 1 to April 15, between midnight and 6 a.m. When snow warnings are issued, residents are asked to keep vehicles off all streets. The page does not state a fine.
Sidewalks
Check with the town. The town snow page covers only town buildings' sidewalks, which crews clear after the roads. It does not say what homeowners must do.

Plowing a driveway in Danvers and Middleton and Topsfield

Danvers

Danvers is a town of about 28,000 people, and it is built around old village centers: Danvers Center, Danversport, Hathorne, Putnamville and Tapleyville, among others. Streets in those villages are older and the town has a lot of hills, from Folly Hill and Whipple Hill to Putnam Hill and Rocky Hill. On a hill, a plowed bank at the end of the drive is harder to move and ice builds at the bottom.

Danvers parking bans change what a driveway has to handle. The town can call an overnight ban from 1 a.m. to 6 a.m. or a full day-and-night ban for major storms. The fine is $25, and the car may be towed. Many people move cars into the drive for the night. That means the whole drive should be cleared, not just a path, so two cars can fit and the plow can still get by on the street.

The town plows its roads first and the DPW also plows 38 miles of sidewalks. The town bylaws do not let anyone put snow or ice into the street. That includes pushing the bank from your drive back out into the road after the plow has gone by. A first violation is a warning, then $50, then $100, then $200 for later ones.

Plow a shared or apartment drive the same way: clear it after the street is plowed, push the snow onto your own lot, and keep it out of the road. The former Danvers State Hospital site in Hathorne is now apartments, and a lot like that is cleared differently from a single-family drive.

Middleton

Middleton is a small town of about 9,800 people on the Ipswich River, with ponds, state forest land and conservation land on its edges. Route 114 runs through the center and Route 62 joins it there. Away from those two roads the streets are quieter side roads, and the town is spread out, so plow trucks take time to reach every street.

The town's own plan sets the order. Crews first spread de-icing chemicals when snow begins. Plowing starts once about three inches of snow has built up, and runs until the storm is over. The streets are salted again when the roads are clear. Town plows cannot be hired or asked to clear a driveway or walk.

Middleton also has an overnight parking ban every winter. From December 1 to April 15, no one may park on a town street between midnight and 6 a.m. When snow warnings are out, the town asks residents to keep vehicles off the streets at all hours. Those rules push cars into driveways, so a driveway that is full of snow in the morning can be a problem. Whatever the street plow leaves at the end of the drive also has to be cleared before a car can get out.

The town also warns that it is not responsible for damage to lawns, fences, steps, shrubs, trees or mailboxes inside the street layout, so marking the edge of your lawn with reflective stakes before the first storm helps protect it.

Topsfield

Topsfield is a small town in the middle of Essex County, with about 60 miles of road and about 25 miles of sidewalk, according to the Highway Department. Route 1 runs through the town and Route 97 crosses it. Away from the main roads, the town is spread out and some drives can be long. The Highway Department lists snow and ice control among its year-round jobs, along with street sweeping, paving and brush removal.

Topsfield has some of the higher land in the county. The high point is Great Hill, at least 245 feet. On any drive that slopes toward the street, the bottom of the drive is where the plow bank lands, so clear it after the town plow has made its last pass.

The town's parking rules for snow are less clear than in some nearby towns. We did not find a standing overnight ban on the town website. What we did find are Topsfield Police alerts that declare a snow emergency and say no on-street parking is allowed until it ends. During an emergency, cars come off the street and into driveways, so a driveway that is clear in the morning matters more than usual.

If you live in Topsfield, sign up for the town's alerts through the North Shore Regional 911 Center. The Highway Department number is 978-887-1542. Check with the town before assuming a parking rule, because we could not confirm one in a written bylaw.
